Is it permissible to deduct TDS  on exact amount of Capital gain on purchase of flat instead of  deducting TDS on purchase price   ?

yes but for that either the payer wld have to make application to AO under section 195(2) for appropriate amount on which tax is to b deducted

is there any prescribed form in which application for no dduction of tax on interest on time deposits is to be made by a charitable trust - can one use 15G for this purpose and whether bankers will accept it.

a trust or any other person ,not being a company or a firm, are permitted to file self declaration in form No.15G or 15H(for senior citizens) where the income of the nature referred to in Sec.193,194A and 194K to the  payer ,not to make TDS, as per Sec. 197A(1A).  Therefore, Comapny and  Firm are barred from the above facility.
