The CBDT is on a shopping spree. It has been allocated a whopping sum of Rs. 615 crore by the Finance Ministry ostensibly to “augment the infrastructure” of the Income-tax department. Of this Rs. 264 crore will be splurged, inter alia, on buying mobile phones, laptops etc for the ITOs and Inspectors. It is claimed that this will “improve efficiency & capabilities of the officers & officials of the Department”. The CBDT has invited suggestions on how the balance of the bonanza should be spent by it.
Acche Din for the department. What about acche din for the taxpayers?
It is evident that the acche din have dawned for the department. The question is when, if at all, the acche din will dawn for the poor taxpayers, whose hard-earned moneys are being used by the CBDT to fund the largesse!

2. The Hon’ble Finance Minister had accorded his in-principle approval of the proposal to utilize 1% of the additional revenue generated by the Central Board of Direct Taxes during fiscal 2006-07 and in subsequent years to augment the infrastructure in the Income Tax Department so as to improve its operational efficiency, for better execution of the tax collection.
3. As per the information collected from Directorate of Expenditure Budget, there is a possibility to utilize approximately Rs. 615 crores, after earlier expenditure incurred under this out of this fund, proposals on Resource Centre cum Library, installation of ACs per range, Laptops to ITOs & above, Laptop for Inspectors, Laptops for AO/PS, smartphone for CIT & above & Mobile handsets for officers & officials of IT Department for approximately Rs. 264 crores are under process and active consideration.
4. It is felt to explore the possibilities to initiate new schemes/proposals under 1% Schemes, looking to the need and necessity to improve efficiency & capabilities of the officers & officials of the Department.
5. I am, therefore, directed to request you to submit fresh innovative proposals/ideas/schemes for enhancing the organizational efficiency and infrastructure under 1 % incentive scheme. The same may be sent to this office by 25th September, 2017 positively.

This is unwise proposal , rather it is foolish proposal. It will be misused. In the past Department provided Class-IV and Class-III employees with Mobile ; and these persons are using them for gossip and non departmental purposed and the foolish department is paying them Rs.400/- per month.
I think Sri Waghela is going by rumors. The department did not provide mobiles phones not only to Class-IV and Class-III but even to its officers. The laptops were provided to only officers f the department as of now. Please refrain from making such baseless allegations.
