TDS how to worked out when an Indian CEO heading Europe Operations

My CEO is to head opperations in Europe and will be staying there for more than 182 days.  Salary is to be paid in Indian Rupees and to his account in India.  What should be rate ot TDS.

My understanding is that the regular rates will be applicable. Of course, the question of "residence" will have to be factored.
