CBDT Chief Laments Non-Disposal Of Public Grievances And Warns AOs Of Adverse Action

Hon’ble Sushil Chandra, the Chairman of the CBDT, has addressed a letter dated 24.04.2017 to the top brass of the Income-tax department in which he has lamented that the CBDT is one of the Government Departments which receives the maximum number of public grievances. He has also lamented the fact that the grievances are not attended to by the AOs and remain pending for inordinately long periods. Presently, there are 3431 pending grievances which include a large number of overdue grievances. The CBDT Chief has directed the top brass of the department to personally monitor the disposal of the grievances and warned that it will be given due importance while evaluating the annual performance of the officers.

Sub: Timely and proper redressal of public grievances

As you are well aware, redressal of public grievances is one of the primary focus areas of the Government and is being monitored at the highest level through the PRAGATI interactions of Hon. Prime Minister. Hon’ble Prime Minister has desired that all the Departments should strive to reduce the grievance redressal time from current 60 days to 30 days.

2. CBDT is one of the 20 Government Departments / Ministries receiving the maximum number of public grievances on the online Public Grievances portal (CPGRAMS). Currently there are 3431 pending grievances which include the following number of overdue grievances, e., pending for more than 30 days:

31-60 days 61-90 days 91-180 days
942 281 91

3. On going through subordinate-wise status report, it is noticed that many Regions have quite substantive number of grievances pending for more than 30 days. This is a cause of series concern.

4. Time and again it has been impressed upon all the Chief Commissioners, Chief Commissioners and their subordinate officers to attend to these grievances on priority. It was also conveyed that the senior officers shall personally monitor specified number of grievances and shall ensure that the grievances in their Region/ Charge are resolved within the prescribed timeline of 30 days. I have personally written DO letters to all Pr. Chief Commissioners delineating the steps to be taken for expeditious resolution of the grievances. In almost every video conference this issue is being highlighted by the Board. In the action plan for the first quarter of F.Y. 2017-18, target has been given to clear all the grievances pending for more than 60 days.

5. I would like you to ensure that all the grievances pending in your Region for more than 60 days are resolved within a week and grievances pending for 30-60 days are resolved before 30th June, 2017 and a report in this regard is sent to me through your Zonal Member. I would also like to impress upon the field formation that matter of resolution of grievances on CPGRAMS portal should be given top priority as this aspect will be given due importance while evaluating the annual performance of the officers.

    Will any one in the CBDT reads these posts. If so they would feel ashamed of the attitude of the CBDT. The line below will act in the same fashion as the present outgoing Chairman. The problem really lies in the brought up of the chain supplying the CBDT. The best one that one can do is ignore the directives of the CBDT. They do not have any grey matter in the brains or make it dormant through their service. But the inner instinct does not make them to keep quite. The other side is such type directives are issued by those who anticipate further placements. This type of attitude is deplorable.

    I would like to know what steps did sushil chandra take to make the CBDT more efficient .If he goes back in time he will see his contribution while in service is zero and the like persons while in seat
    They become sages when they are about to leave their seat as they see that they were total failures in administration.

    Do not blame the Associations. They are not obstructing the administration. I have served the department for around 40 years and I am writing this from my personal experience. Right from the CIT to the Board they are shirking responsibilities. During the last 15 years the Department has gone to dogs ? and those honest are feeling suffocated. Corrupt have occupied the lucrative posts and honest are being harassed ?

    He may lament till the last date of his retirement. Before this he has written many such letters; possibly just to please the Revenue Secretary. Most of such letters are thrown in dust-beans. You have created so many CCITs, Pr.CCITs , most of them are simply not interested in any real work. They are counting their retirement days. I wonder what is preventing the Finance Ministry from invoking Rule 56(j) of the FR against the erring officers.

    It is clear that the CBDT chief is not serious because in his Board itself there grievance petitions pending for last 15 years and he did not act on them till date. Also there are pending disciplinary proceedings where the Inquiry officers had submitted final reports as long back as 4 years. He does not speak on those issues.

      Probably he may act when some one makes complaint against him to the Prime Minister/ Finance Minister ?

      The Chairmen of the CBDT are just a show piece who occupy the seat to feather their nest.They lament the inefficiency of the department when the fault lies with them for they do not know how to steer the ship with so many captains.Let him shut his mouth and leave his seat quietly .By the lamentation he has exposed his inefficiency.What mr Prasad has pointed out is a well documented case study which has its beginning as early as 1972.Just let him look into the mirror and he will find the person responsible for the decay of the very august body .No wonder the Government is contemplating abolishing the direct taxes all together .

      Sir, totally agree with u on the hapless condition of hon. Chairman CBDT. Associations have become so powerful and dominating in the department that well nigh no action is possible against officers keeping Greivance petitions pending. It is not that it is not known to Hon’ble Chairman who are not disposing the petitions. Requires no nonsense approach.
